www.moneysavingexpert.co.uk has a great section on travel insurance, and best buys for specific holiday types, as well as travellers with differing needs, such as elderly, families, disabled, annual and single trip cover. It's a not for profit site, so you're not lining someone's pockets by using it. I've had travel insurance for cruises from general insurance policies, though realise that you're looking for something that's very exacting.

I recommend this is a good starting point, as you can see which insurers are best buys, and offer the best value with good cover. I'd then contact some of the insurers directly, and check for air ambulance cover inclusion - I don't personally know any, and I'm not sure that this site covers this specifically - I had a brief look through it though didn't see it.

Firstly, most cruise companies offer insurance cover as part of the holiday, which may not be the cheapest or best but is convenient. If that hasn't suited in this case, then ask a broker or shop around online. With insurance as in many other things, you get what you pay for; it sounds as though you may be willing to pay more for air ambulance rescue (and you may have to). If your parents are in an older age group (I say tactfully!), remember that Saga specialise in products including insurance for the over-50's.

It has all of the options that you could want including medical evacuation if you select the full plan. I usually select the Travel Lite option since I don't have any medical problems. You can go to their web site and get a quote before you buy so you know exactly how much. Their rates are based on age, the price of the cruise and the amount of time from the effective date of the policy until all travel is completed.

It also allows you to tailor your insurance plan to your needs and then select a company that you want to use. It's a good site because it gives the names of several companies that you can contact independent of the web site.
I have used Travelex several times and also filed a claim with them due to a trip interruption. They responded quickly, I provided additional info they requested and then they paid the claim promptly with no argument.
